Probably the archon thing. Even a minor thing like that could mean 10-20% difference (not that assume). I know some folks who regretted getting rolling her C's after the archon quest. Basically, she's a side character so why roll for her over any other character at this point? For people who like her character, she won't show up in the main story as much as Neuvillette anyway. The best for Furina would be some dumb side guests or meaningless events (if Hoyo is very generous). It's a shame because she obviously had a lot of budget spent on her marketing and character design/kit (TWO forms she can swap, strong as hell, walks on water, rainbow sparkles during dolphin jump). Even a small loss on a potentially high selling banner due to Hoyo making her just a regular human is huge. Guess we'll see the true damage at the end of the year revenue that we see, which is more reliable.

Losing 20% out of $100 dollar revenue female character to get 20% more out of a $100 male character means a net loss; or being retarded a replacing a female character with a male character is a even larger loss.
