For player function and practicality, yeah, its probably the absolute best city that's ever been on.
It's like arguing Shattrath is a better city because its a ruined city on a ruined continent floating in space and full of refugees. As intended to be for Outland.

You describe those like Dazar'alor doesn't have those. Which makes me think you haven't gone and looked around the place just because you never 'needed' to.
Realistically the city is majority of the zone, as it should be, 'Empire' and all, but nobody cares where they're stabling their dinos or worshiping individual Loa, so save that for Zuldazar itself. The higher ups are up high, the lower class are kept low, as an empire does. The Zocalo and Grand Bazaar are where most of the citizens are setting up shops and markets, the whole alleyway the Horde portion of the raid starts in is bustling more than anywhere in Boralus. The southern end, appropriately being a port, is housing all the embassies for all the different Troll tribes and new arrivals before they can move up and around the city/zone proper, which again, is pretty much all of Zuldazaar. They're Trolls, they're not caring about weather and environmental crap, the jungle landscape can be part of the city.
For all the complaints of mudhuts, having an actual city produced thematically appropriate to the 'mudhut' races and still saying its bad, like damn, just say you don't like other race themes.
