Not in the same fashion, but that's still how he got Arthas under his control. Keeps making you think you're succeeding, lets you kill his generals, builds you up to ride high until that moment of revelation that it was all just to get Arthas under his control and eventually get the armor on.
Same sort of deal here, aside from Arthas taking full control over the Lich King role because Ner'zhul is a weak willed bitch. He still lets us go through his minions, all his best generals, all his plans, all just to show off that he can and could've killed us at any moment, which yeah, why wouldn't he have been able to. He just decided to let us get to that big end point to A) Rub it in Tirions face that his own forces are about to be turned against him, and B) Start anew with his Undead forces, beginning with the strongest mortals that took down the best minions he had under his sway, which all ultimately never held a candle to him anyway.
But then they didn't actually have a way to resolve that, so fuck it, Tirion yells, goes gold despite it being the most unholy place on the fucking planet, and bullshittingly breaks Frostmorne. Now we can all bully Arthas to death.
