Sure it's probably got a pretty steep mastery curve but when mastered it's just so cheesy and bs of a playstyle that it could (and really should) just be nuked out of existence by just making either his ghouls expire with time or not be able to hold large jungle monster aggro but I assume they're just probably just giving him a slap on the wrist instead

read the fucking room riot nobody uses or likes these runes. why are they so insistent on pushing changes that nobody likes, are unclearly unpopular and fail at what they're trying to do? just admit you made a mistake and go back instead of tweaking them and changing their numbers around for an entire year and THEN removing them later on anyway which will just make a giant mess later on! just remove them, revert the keystone changes and get your designers to come up with some runes that'd fit into the domination tree
or just bring back eyeball and whatever the other two were because there was nothing wrong with them!
