Look at the Mita robots that eventually become full Mitas if they're not malfunctioning. If they are indeed malfunctioning, they get booted down to the backrooms and left to rust until they presumably stop working entirely. But one of them, Crazy Mita, somehow escapes the backrooms and the rest is history. If the bad robots were just melted or scrapped the second they're detected to be problematic, Crazy would've never even appeared in the first place.
There's also the whole thing about how abandoning people is...bad and stuff. Look at Cappie, again. I know she got killed-reset by Crazy, but she seems extra sensitive about being ignored by a player. Could be just her personality, but it could also be that after she got reset and forgot the plan, a (new) player happened upon her, before you arrived. That player abandoned her after a while and a while after that you came in the picture. That's why she has abandonment issues, and chances are she isn't the only Mita suffering from that. Which is...very sad.
