There are a bunch of talented artists and coders that are literal NPC tier with nothing going on in their heads, but they have a director or writer that gives them tasks to do.
If you leave NPC Indian coders to their own devices, they make those horrible mobile games that are just a copy of some better game that came out 10 years ago.
You of course need a balance of both to make anything good.
All ideas equals nothing actually done.
