Discarding 8s vs 1m is a question of if you want to discard the excess souzu sooner rather than later. Dropping 8s means you give up 7s acceptance, as it would put you into furiten even if you kept it, unless you draw 2s. Because of furiten, I also think the 34568 shape is worse than the 13567 shape, which can accept 2m to get into tenpai, 4m to upgrade to sanmenchan, or discard 1m without going into furiten. All of this means that the souzu seem more favorable to discard from a hand-building perspective.
Looking at the bakyou: The 68s kanchan is entirely genbutsu, while the 13m kanchan is very live. Manzu in general have been discarded very few times, so any acceptance toward them is valuable safety. In comparison, souzu looks extremely safe against the kamicha's riichi. Even if you draw 456789s, they are all genbutsu. Even if you draw live 2s and you've discarded 6s in a future turn, you can just add it to your hand by cutting 5s, which is genbutsu. 3s is the only kind of dangerous souzu draw, but 68s won't help you hold it anyway.
Looking at push/fold judgment: You're the dealer, you can get into tenpai by discarding safe tiles, you can accept the dora. However, you don't have a confirmed yaku, and the remaining kanchan means you have a potential bad wait. I think you cut 8s with the hope of drawing 2m for riichi pinfu waiting on the dora. You won't be safe against kamicha's 2s trap if that happens, but it's a dealer riichi worth pushing. 6s is the likely next cut if you draw 4m or any live tile. If the pinzu wait is drawn first, then dama the 13m kanchan while hoping for an upgrade, take tsumo nomi to preserve dealership.
