People hated SFV when it came out, but then SF6 was so horrible, it made a lot of people miss SFV.
At this rate, I imagine SF7 will be so bad, it will make people beg to play SF6 again.
But to answer your question, plenty of games are also straight upgrades. But this is not as common anymore. For example, most people prefer KOFXIII to KOFXII. And I don't think anyone likes Tekken 4 more than Tekken 5.
But that was when games were still largely just upgrades of themselves. New games try to constantly reinvent the wheel.
