Try roaming the map on 330 speed with 550 hp less than your average champion or even just ward. Though maxing Q first is blatantly the best option, the base damage is way higher and it allows both engage and disengage whereas the shield doesn't grant enough value to level through its survivability and attack speed bonus (a point in E means +2.5% attack speed, +25 shield, no decrease in cd and a severe increase in mana cost, on one of the highest manavore spells in the game when maxed early).
The higher winrate on E max is easily explained by the fact that it happens in scenarios where you're already ahead and don't need to rely as much on landing your Q to create an opening, whether by poking or slowing down to allow an engage. Refusing to max Q also means that there are conditions where poking isn't as interesting, mainly against tankier teamcomps that can brush your poke away, meaning there's not as much incoming threat, allowing your adc to scale more peacefully and increasing your winrate by extension. Those numbers just explain that yuumi isn't good to do anything but passively support, and doing so with the most passive abilities to enhance a lead that's already there, where she falls off trying to actually be a champion.
There's another issue with supports right now, they have too much power in their individual kits, which is balanced by making support items rather weak, most likely so we don't see tanks abusing them or seeing stupid shit like yone evenshroud mid every game in proplay. But yuumi has by far the weakest stats among enchanters and it's telling how deeply rooted the issue is when the only way to give her any agency is by maxing Q and buying luden (it gives good poke early and falls off massively, as her ap ratios are extremely low (annie has 10 more % ap ratio on her shield).
