These landmasses exist in Classic, but are simply placeholder empty terrain with genering repeating textures. You can look at them easily with a torrented 1.12 client and the WoW Map Viewer program. THe grey parts are the only parts of the world actually accessible to players.
My idea is that Classic+ would add actual terrain to these places as new zones or expansions to old zones. For example, a new zone could be added to the west of the Burning Steppes and Searing Gorge, while the Redridge Mountains could be expanded eastwards with the currently blank placeholder terrain, or perhaps it could also be it's own zone for around levels 35-45 maybe, as a more alliance-focused version of the Badlands.
Essentially I want a Cataclysm-scale update of the Classic world, without any major changes to the current playable zones, just new land additions to them (+ a few extra quests for those new areas) or new zones entirely.
We could get alt-history stuff about Quel'Thalas, Gilneas, Hyjal, etc. as well, telling the story of these ones in a way that fits the spirit of Classic, instead of the WORLD ENDING DISASTER SHATTERING CATACLYSM way that actually happened in Retail.
