there's no lure to influence pool pick chance to make it more common, so id just roll with attractive angler to just have more catches total in a shorter time span
keep in mind that it seems like one of the difficult fish to catch, like the bullshark and coelacanth, so if you're scared of pulling it and then losing it then you can instead run fly hook to pick the smallest of the three and make it easier on yourself
with all that said i have only heard that its in a self contained pool in passing, so i could be wrong, but even then id still recommend attractive angler just to get more chances to see it
