Terry is Ed/Rashid all over again, except he's more like a mid tier than a broken top tier and is being called trash instead of low-mid.
He have every tool in the box, he can shit out damage with the right opening, yeah he can't do 50% of stray buffered DR like Akuma or Ryu, or take you to the corner at the slightest touch but neither can Luke this season and no one is calling him low tier.

Luke has build a bear combos and some of the best lights and the best medium in the game, but fair enough he's the tutorial character.
Ryu has buffed hashogeki now, which is basically a mindgame on any block strings he chooses to do, with combos on counterhit and an autoshimmy on heavy.
Meanwhile Terry's enders are mediocre at best, crack shoot is very interruptible and only gives +3 on CH, and knocks down on PC for no combo. On the other hand you've got quick burn which often whiffs and the first hit gets punish countered by your opponent mashing, or it gets blocked and it's punishable. And that's not even to start mentioning his worthless target combo, which Broski made a video on. Capcom seem to like buffing TCs though so this'll probably get changed
He's pretty undertuned overall but still a lot of fun

It's not cherry picking either, it's genuine issues with the character. His heavies are worthless for whiff punishing too, if you don't trust me then Punk gave his thoughts on Terry and said the same thing, that his heavy kick is too slow and the hitbox isn't good enough to reliably use

I see your points and i see the weakness but i fail to see how buffing those moves wouldn't make him busted which is why they were probably nerfed internally in the first place.
Like crack shoot already gives him the strongest burnout sequence in the entire game and go through projectile when he's already equipped to deal with those in the first place.

If anything most DLC characters should be neutered like Terry.
