There was no "Oh it was pretty close, but there was a 1-2 point range". There were all identical (again minus the extra +1 Luck). And it wasn't even, the stat point total was close but their spread was all random. The actual stat point spread was identical other than the variances from character creation. The stats gained from level ups were identical, for every, single, one.
And you need to look at this from a monetization perspective. The whole entire point of Bonus Points here being random and clearly listed rates is that you're incentivized to use the best one you have, and for whales to roll potentially dozens of copies of them for the perfect one with 10 bonus points already. But then you want to use a stat system that tells them "Actually yours might still suck because it had bad stat growths, too bad roll another one!". Which is already instantly going to cause a massive shitstorm and potentially mass chargebacks. But then you want to go, actually now that you've played the game for a few hundred hours and spent like $20,000 extra on extra copies of 10-bonus point Legendaries, Actually a reason to do that, there stat points would still be the same at level 50 anyways, don't be mad XD! (And please don't chargeback the $20,000 extra you spent)
The only gacha games that have actual random stats on level up both clearly tell you that, and have items that you either reroll them or let you reset to level 1 and try again (usually paid items).
