i think thats because most eye mods came out before hph so unless it is adjusted they'll always be floaty
you can go into the sculpt tab in racemenu, deselect editability of anything but the eyelashes and try to move/deflate the mesh but it is a mindnumbingly retarded task because you can't mirror it correctly or repeat move distance reliably. So either get some hph ready eyes or prepare to torture yourself

googled it a bit out of self interest and only found https://www.reddit.com/r/skyrimmods/comments/r1ofi6/eyes_brows_bug_with_high_poly_head/ this reddit thread which seems to claim that eyelash hovering comes from broken hph install which would make sense in my case
just use dark eyeliner to hide it kek

If we're talking no mods, it's because Berserker Rage does not work with spells so you're forced to play warrior. They should bring back Orc's resist magic like in Oblivion and Morrowind, Bretons can have spell absorption instead.

And then /pol/ harbor, where many threads were being deleted, just like on /v/ on account of what contradicted the feelings and ideological biases, causing many to leave to 4x2chan (now 8kun), 2chan[dot]hk, 76chan(now defunct), 8+1chan.net or .later on, 8+1chan.tw (now also dead), 7x4chan, snooze-chan, 8m0e, and others such as 11x2chan, and 94 ch@n.
