Teeechnically. I occasionally work on it for almost purely maintenance purposes (like when a PHP upgrade fucks shit up or 4chan HTML gets messed with). There's also pleebe (of
4plebs.org) who made regular improvements to it.
That said its an aging platform, Asagi isn't able to cope with larger groups of boards. So there is a team working on a replacement to Asagi and rewriting Foolfuuka
