For example if the characters are fighting some giant mythical beast I think it's a lot more interesting if it really exists in their reality and has some real meat and history to it. If you really want to add leveling and a rigid structured world you can do that like with Danmachi and have it still not be a video game. Any reason you'd want your characters to be in a video game can be circumvented with a more interesting plot point.
They even have to artificially add bullshit like "if you die in the game you die in real life". Well what's the point of being in the game in the first place?! Might as well just have it be real life and you don't have to force some plot device to make being in a video game interesting. But as far as making things and creativity... I don't really believe in rules. If someone wants to put their story in a video game have at it. I'm sure it can be interesting. I just don't think it usually is.
