That's so DUUUMBWhen China become communist from a monarchy, the literacy (people who can read and write) went up by like a thousand percent, which means there are virtually no "plebs" because everyone was forced into education.
I think it's more so an economic theory on how to build a state that can sustain by itself, though even China has special zones in which a "capitalist venture" is mandated by the state so that you can actually have better paying jobs and live above the average class. But this is limited to a few large industrial cities.
