Back then, in the US a lot of people with symptoms refused to get treated because they were scared of medical fees, thus meaning they spread the pandemic and increased the death count even more. Hundreds of thousands died from that, and yet people are making a bigger deal of this Covid-19 than they did of the Swine Flue outbreak.
At the very least;
1. The Chinese people aren't scared to go to the Hospital out of fear of debt
2. For better or for worse, China has much stronger control and surveillance over it's people, meaning they can control the spread better. They even have an app which shows if you've ever been in the same train or work as someone infected, showing just how far their surveillance goes.
